Poor attention to detail, indeed. A little bit more research should definitely have gone into preparation for this trip by the looks of it, but this can’t help but seem like an issue that would have come up more than once before at airports.

Are there no measures in place to somehow inform travelers which of the airports have a visa on arrival and which don’t? It was likely not a major airport if that was the case, so that is the only explanation for such an oversight by both the traveler and the airport security.
