This is apparently an old scam that used to be really popular in the 90s but began to become a bit less effective as digital media increased and spread the word about it. There’s also a considerably more aggressive version of it, where the ladder is knocked over instead of just being shaken.

The victim falls and is robbed while they lie on the ground incapacitated. Yikes. These are the kind of people who ruin a decent society and folk just trying to be good samaritans. There is always a risk for kindness, but it’s important to maintain humanity while still being careful.
